Job Title: Vice President of Line Operations
Location: Anchorage, Alaska (On-site with periodic field work)

Summary
The Vice President of Line Operations is responsible for overseeing the operation and maintenance of a regional electric utility’s transmission and distribution systems. This executive leadership role ensures alignment with corporate safety, reliability, and service goals through strategic planning, fiscal oversight, and operational excellence.


Essential Functions

  • Lead, structure, and staff the line operations division to achieve strategic and performance goals

  • Direct both short- and long-term planning related to construction, maintenance, and operations

  • Develop and manage operating and capital improvement budgets

  • Ensure policy compliance and lead quality improvement efforts

  • Represent the utility in legal, industry, and public settings; coordinate with internal and external partners

  • Promote a culture of safety and compliance with all regulatory standards

  • Recommend and implement new technologies and operational best practices

  • Participate in industry benchmarking initiatives and performance studies

  • Lead and coordinate emergency and storm response activities to ensure service restoration and stakeholder communication


Internal Relationships

  • Reports to the Chief Operating Officer

  • Engages with the Board of Directors to present divisional performance and strategic initiatives

  • Supervises and collaborates with department managers and internal operational teams

  • Works closely with other company executives to ensure cross-functional alignment

External Relationships

  • Collaborates with labor union representatives

  • Participates in cross-utility partnerships and industry committees

  • Engages with regulatory agencies to ensure compliance and proactive communication


Core Competencies

  • Deep knowledge of utility operations, field construction, and maintenance practices

  • Familiarity with regulatory standards such as NESC, OSHA, DOT, and environmental rules

  • Strategic budgeting and capital project planning experience

  • Excellent written, verbal, and negotiation skills for technical and executive audiences

  • Proven leadership capabilities in high-performing utility environments

  • Ability to drive improvements in operational performance and system reliability

  • Strong proficiency in business software for budgeting and operational management

  • Effective time and resource management with a results-oriented mindset


Supervisory Responsibility
This position oversees a team of senior managers including:

  • Manager, Line Construction & Maintenance

  • Manager, M&O Services

  • Senior Manager, Operations Support


Work Environment

  • Primarily office-based with periodic site visits to field operations

  • Participation in an “On-Duty Supervisor” rotation is required

  • Availability during major outages or emergency events is essential


Minimum Qualifications and Experience

Education

  • Bachelor’s degree in engineering, engineering management, business, or related field

  • Alaska Electrical Administrator License (Outside Line or Unlimited Line) preferred

Experience

  • 10+ years of progressive leadership experience in electric utility operations

  • Background in both overhead and underground T&D systems

  • Experience with utility fleet, metering systems, and materials management is a plus

  • Union environment experience strongly preferred
